It's not the reflective vinyl the cops use... there isn't enough light (if any) around the car to cause it to light up like that.
There's no other visible light source shining on the car. Then there's also the fact that it looks more like it's glowing than reflecting.

yeah i saw that stuff online somewhere. Its just tape that lights up. Last I looked that stuff wasnt out yet, but that was like a year ago. Just check around the places that sell neon lights specifically, they should sell it or know where to get them at.
