I'm wondering...
Will dash overlay stuff like that stick the same way to interior parts on the dash that have been painted?

I would be afraid it'd peel the paint. I primered mine after sanding/cleaning, then wet sanded it until it was smooth, and got it really smooth, but b4, it was pretty weak. It would peel off. I still don't trust interior paint with adhesive stuff. I guess if it failed, u could get more 3M adhesive.
