Not really sure why you'd want to do this but oh well.
You'd probably have to first tap a relay into a constant power supply when the signal is on, somewhere before the cars relay, use the power from the cars turn signal relay to open & close the circut for the 2nd relay. I think that you'd have to wire the trigger backwards to achieve this, otherwise you'll have both lights, corner & turn, blinking at the same time. You'd also have to put a resistor in the 2nd circut so that when you turn on your lights, you don't get power flowing backwards through the original turn signal circut.
I'm not sure if this will work, this is just me thinking out loud.

Thanks man even though I don't understand most of what you said.
FYI I'm not talking about the bumper lights, I installed some sidemarkers last weekend. I wired them to the turns, so naturally they blink when the turns blink. I've heard people say you need a dual filament bulb, but I've never seen one so I don't know.
BTW Germany was hot!
