Your other fan should come on when you have the a/c turned on. Correct me if I am wrong someone but I believe that only the driver side fan comes on with the engine cooling system. The other is your condenser fan for A/C I believe. Anyways it does appear that some one has hacked it up to make them work. Hopefully you can figure it out.
