It's not a scoop, its a hump, or bulge... It was originally placed to clear the cam gear and timing belt area on the 1G/2G 4G63 motors. Its been affectionately called the power bulge around here for years. It actually serves no purpose on a 2gnt. Mitsu did not want to waste their time or money developing 2 different hoods for essentially the same car, so it was used on all models.

Hmm. Maybe your ECU sits higher. This has been discussed before and no one elses has ever come close to the bulge. When corbin did his bulge hood scoop mod it was discussed then as well. His ecu definitely doesnt stick out the hood scoop. Ditto with several of the aftermarket hoods out there that don't even have the bulge. The only ones that have to carve out that area seem to be the 4g63 guys.
EDIT:
Here is a way back thread discussing it: http://forums.2gnt.com/dcboard.php?az=show_topic&forum=13&topic_id=26791&mesg_id=26791&listing_type=search

By looking at Marks car, my ECU does look a lot higher. I did a lot of measuring to see if I could remove the bulge and with the ECU I couldnt. My ECU is actually slanted to the driver side with the connectors sitting pretty high. The Brackets arenet bent or anything...not sure why.

I wonder if the manual bracket is different. My car was orinally an auto and the ecu bracket is different.

My ECU doesn't sit high at all, and is a factory manual. My ECU sits barely higher than the fuse/relay box in the engine bay

My gallery is at http://www.memoryfoam.us/cpg144/thumbnails.php?album=lastup&cat=-1
I like it because I used to have my intake low and in the front under the drivers side headlight. I was always worried about water getting into it even though I had a bypass valve on the intake. Relocated on top you can also hear intake from the drivers seat much clearer and it enhances the drivers experience.

The manual ECU bracket does seem to hold the ECU higher and at an angle.
