Ok every time it rains or I go to the car wash when I get in a pull the seat belt it is SOAKED!! Has any one had this happen or know about where to look for the leak???

check the condition of the upper door seals and make sure there not cracked, and make sure the window is actually sealing on the seal.

Check for rust holes in the bottom of the doors, I could see that being a problem.

No crack or rust holes......
The only sign of water is on the seat belt. The first few inches that I pull out is dry and then its soaked at about my chest up...
I guess I will try to pull the plastics off the area and then take it to the car wash and try to see where it is coming from.

No sunroof....
The leak is some were behind the plastics because there is no water on carpet or seat. I just can’t come up with what it might be...
Also it only happens on both front seat belts, back seat belts stay dry....

Sit in the car while a friend splashes the hose in various areas until you see the leak. If your belts are getting wet and you can't see the leak, then you will have to pull the plastic trim to see where it is leaking behing it.

are the seals on the little 1/4 window alright? possibly the door seal where it meets the roof? hmmm

Its not the door seals.
The seat belt mechanism is located in the quarterpanel next to the backseat. Remove the backseat and the side plastic to expose the seatbelt. Inspect for water damage inside the quarter panel.
If you had a Sunroof the rear drain tube would be the culprit but since you dont have one I am slightly confused as to how the water is getting in there. There is a grommet on the driver side IIRC on the top of the hatch that can leak and water may run into the drivers quarter. Take a look. At any rate you should see signs of water drainage when you take the plastic off and inspect.

I say it's the front window seals. When I first got mine, it did the same thing. I used back to black, armor all, things like that and worked the seal to a more spongy feel and it stopped. The seal isn't perfect but my seatbelt is no longer soaked.
