If you still have the stock turbo, it should spool pretty quickly. My 14b would hit full boost around 3400.
Check for boost leaks. You REALLY want to check the top of your SMIC near the outlet. Dirt tends to get caked up around the top and you'll get a bunch of pinholes. I cleaned mine off, sanded it lightly and smeared JB Weld over the area where the holes were.
