I am in the market of getting a new turbo for my 96 TSI. I was looking at the ad below on ebay and he says that the fuel system is going to need to be modified to be able to run this turbo. Is this correct??? I mean i know that sooner or later i will need to but if i am only foing to run like 18psi is this necessary???? Thanks for your time!

You need some sort of fuel management. I.E. Fuel Pump, Boost gauge, SAFC etc to run a larger turbo. If you really won;t go above 18 PSI or so, stock injectors are OK, but the turbo does need fuel level adjustability to run safely and correctly.
Before you go out and buy a turbo, read RRE's upgrade path as well as the one on DSMtuners. Those are good places to start with understanding the most basic points on modifying a DSM. The exact parts aren;t important but the general idea is.
My advice in general is this: Research as much as humanly possible before buying any modifications outside of a boost gauge.
