Is this counting people who are logged in all the time? Cause then youd have to go by page visits or something of the sort.

Logons in this context is actually unique log entries for your user. Various things you do while browsing the site will create a log entry.

Although, it would keep the fly by night $1500 2gnt kids away.

i just stayed logged in...but i usually check the site 3-5 times a week and on my days off, 2-4 times a day...so i feel left out :(
