hahahaha, it DOES NOT say his english is evil, he said his english is BAD. From what I get, he thinks you still have the panels. If you want to tell him he OWES you money fill in the blank with a number in dollars: "Todavia me debes $_____" That says "You still owe me $____"

If you want him to send you the money so you can send the parts you would say "Van a costar $_____, manda el dinero a (Your adress here)" That says "They will come out to $_____, send the money to (adress here)"

just tell him this
