hey guys i got a 96 eclipse and i am looking to turbo the engine, i got the a420 engine, now who knows of a good place where they can rebuild the engine so it can handle about 400h, also it must be near nyc since thats where i live, also my second question is , about 2 months ago i install new wheels on my ride now i put 17s on it and for some reason my car is killing my rear tires too quick on the outside, and its making the car really unstable when the road is wet, now i know i got to fix the camber on it but i did not lower the car so how is this happening, also the car will be lowered, any sugestions on this would be greatly apreciated....

It's 420A.
There is endless information on this site about engine rebuilds for turbocharging, even with 400hp goals.
You're going to have to network with some local DSMers (Neon owners are a good idea as well) to find a local shop to do the work.
Save money by doing as much of it as you can on your own.

Installing any sized wheel tire combo which does not have the same outer diameter as the stock set up will result in the suspension geometry being altered. Your first stop should be an alignment shop to have them see what they can do about getting your wheels all pointing the right way.

Try searching for the following terms:
rebuild
compression ratio
alignment
