I believe it is the second pic. I think the rear lower tie bar is suppose to tie together the arms to prevent play in them. someone correct me.

Yes it is the second picture. I have the Pilot bar on my car mounted there. Looks really cool..my father was behind me and he told me that you can see under my car and see it while driving. Pretty cool!
