i think / know one of my shocks is blown .. would that make your car lower to the ground?

Nope, the only way the car would be closer to the ground is if you had a sagging spring or coilover. A blown shock would only leak oil.

actually if you break that perch that the spring sits on (ive done it twice already with my coilovers) then your car will look really low. see if there is a little metal ring toward the bottom of the shock just sitting there all loose

I have had two blown shocks that went down and didnt come back up ?

yeah it would lower your car. IT is letting all the weight rest solely on the springs w/o any support therefore compressing the springs to an extent. Depending on the condition of your springs youmight not notice or it will be very noticable.

Do you mean when the car is moving? All a shock does is dampen the movement of springs. If a shock blows a seal and leaks, it will lose it's dampening ability and the wheel is going to bounce up and down more harshly because there's nothing to restrain the movement.

When the car is not moving, however, the shock is not doing anything. Unless the shock body is physically bent or mounted wrong, there's no way it can lower a car when the car is stationary.
