I have a 97 RS with those terrible 14" wheels. I CAN'T STAND, how they sit deep INSIDE the wheel well, I want to know if that is a problem with only the RS and if I get bigger wheels (18") will they set in like that as well or will a particular offset have them lineup with the body of the car? Does anyone know what the hell I'm talking about???;( :)

Yes buying wider wheels will acomplish this becase the backspacing has to remain close to stock so you don't run into suspension clearance issues. hense pushign teh outside of the whel farther out and filling up the wheel well more, just be careful not to go too wide or you can run in tire rubbign against the fender problems.
