alright so i fixed the rpm spikes according to the stickied thread, that fixed the spike issue, however i still go lean around 3k no matter how much fuel i put in and it makes the engine studder and backfire, only at 3k and around 100kpa

It's definitely misfiring at that range, and I'd say it's not lean, but possibly too rich given the size of those injectors and your pulse width at that range.

Remember ANY type of misfire (other than EGR malfunction) will read a high oxygen content aka lean AFR.

It may also be ignition related, around 3000 rpm is when the ignition will be most stressed, inspect the plugs, try gapping them to .020" temporarily to see if it improves at this rpm range to isolate an ignition related problem.

How did you fix your spikes? Still a possibly ground issue.
