this is a dumb question but i am just now getting into the whole engine building thing and i have heard alot about a megasquirt...can someone please explain what it does??

Makes you car go faster!!!! It is a homebrew aftermarket ems system. So you can control both fuel and spark. The v2.2 refers to the version of the mainboard I think.

With this kind of question it would be a complete waste of money for you. You've gotta research it ALOT. It doesn't directly give you any horsepower and can potentially destroy your motor. All it does is give you the ability to completly control your engine's fuel delivery and ignition timing. It is worth over $1000 easily and we should consider ourselves extremely lucky that it is so cheap. (it cost me $600 because people like to steal therefore causing me to buy it twice...)
