1053, relay board for ms going crazy?

I have the relay board hooked up and the MS wired in. The relay clicks like mad, sounds like a machine gun. Is this normal? FYI its the MsMn.
The only thing that I did not wire in is the Fuel pump. I'm letting the stock ecu still turn it on.

nevermind, it is the fast output idle relay that is going crazy.
