I have the perfect solution, it worked great for me. Move to a place without emissions. But seriously, I have no clue. Emissions?? Whats that.

Dang. I put on a new CAT, installed my EGR, and I passed with flying colors......like obnoxiously.

One test limit was 1,800ppm and my car read 81ppm
another limit was 1500ppm, and my car read 97ppm.

If you have a stock, high mileage CAT, I would recommend replacing it. I got one for $58 at my local auto-parts store.

Cat reduces hydrocarbons. EGR reduced Nitrogen emissions at the expense of a slight increase in carbon emissions.
