I had this issue and it was the belt too tight. too loose can do it and too tight can do it. took me 2 belts to figure it out....oh well.
Make sure the pulley on the P/S isnt bent and all bolts in the bracket are tight.

I had this issue with my car since I bought it with 109k miles 5 years ago. I finally got sick of it so I took off the power steering bracket and looked at it carefully, it was bent. Stuck it in a vice, grabbed a big honkin' wrench and bent it back to straight. Hasn't happened since and I've been up to 7500 RPM's.

Did you remember the bolt in the back of the power steering pump? There are two in the front and one in the back that connect it to the bracket.
Just checking.

Same stuff happened to me on my Avenger. high RPMs throw it off evrytime. I haven't had AC since i had the car. about the same rpms as u say your's does it.
did you check it again by revving it sitting still. mine did that a few times too.
I think my pulley is bent or something. not sure.
