97329, Mount inserts... need washers?

I was just looking at this really old write up for energy suspension inserts and noticed the guy had used washers that came with his kit around the outside of the insert for the front mount. I have prothane front and rear mount inserts but no washers... are they supposed to have washers?

My energy suspension kit came with washers, I am not sure about prothane. I am thinking the idea behind the washer is to make sure that the inserts stay in.
