There are 2 marks on my cam gears but they are both on a tooth all i need to know is if the right mark is supossed to go above or below the left mark

Usea straight edge and align it through the centerlines of both cams. Where it crosses the cams is where those marks should be - inline with the centerlines of the cams.
You might fudge it a bit by having the exhaust cam a half tooth above the intake to compensate for play once you tension the belt below, but the proceedure is intended to have the crank pulley take up that slack (thus the starting with it a half tooth back).
