I was trying to replace the fuel filter this weekend and couldn't remove the bottom fuel line. I gave up after thinking the hardline might break. But how does it come off. Does the 14mm nut on the bottom rotate? Or do i remove the filter from the firewall, keep the 14mm hardline nut still and wrench the filter itself counter clockwise until it comes off?

If its in there really good I would be real careful. your suppose to put a wrench on the filter and one on the fitting and squeeze em. Should use a flared nut wrench also it adds a little more grab to it. Everythings in my write up, up top.

On Hade's writeup, be sure to look closely at the pic that shows the placement of the two wrenches when you squeeze them. The 19mm goes on the left side and the 14mm goes on the right. I overlooked this and the result was that the 14mm wrench had to be replaced with vise grips.

The hardline nut is the one that rotates. The big black hex part on the fuel filter is part of the filter itself. Check out a new filter for reference.
Hit it with liquid wrench first.
