86781, low fuel pressure

the fuel pressure on my 95 is 28psi (idle) and 36psi (WOT).  I
searched and found that it should be 38 (idle) and 47-50
(wot).  both the fuel pump and filter are good. what else can
i check?

is there any way to test this? or just replace it and see if would do the trick? its part of the rail though on the 1995's, correct?

What are you using to check the fuel pressure? What issue are you seeing because of this fact?

Is it causng a problem?

Im using a fuel pressure guage from autozone. it screws into the valve on the rail. when i stomp on the gas my car seems to lag before it revs up, compared to my friends 98. im not positive if that is because of the low pressure.

2 questions
1- are you boosted or all motor??
2- why are you stomping on the gas??
