My upstream o2 sensor is reading 0.6 volts 24% at idle and when driving it drops from 0.0 to 0.4 volts. My rear o2 which doesnt really matter but it reading 0.96 volts and 99% So do I have a bad upstream or what should it be operating at? Also the only code coming up on the pockelogger is running to lean but my muffler is dark black inside and my spark plugs are black as hell too. So wouldnt that be running to rich? The air/fuel gauge is also always around the lean side when driving.If you dont remember my car want to die at idle and the engine jerks after a couple secounds in each gear when I drive it.

Sounds like the o2 is cooked. Replace it and you should see the voltage swing back and forth as the ecu tries to make the mixture stoich.

The volts do change when drive from 0.0 to 0.8 but when at idle they stay around 0.6 volts

Idle will always be rich. @idle, the ECU is at closed or open loop (I forgot which). The measurement should be performed above idle.

Does it sound like my o2 is bad or not? When above idle it is 0.0 -0.8 and somethimes 0.12. Also why is the ecu and air/fuel gauge saying the engine is running lean but my plugs and exhaust are covered in black carbon shizit.

Yes. It should cycle at idle, from as low as .60v (? can't remember) up to .99v or even 1.xxV if it's real rich. It will continually cycle up and down when in closed loop. The only time the voltage should stay constant is when you go into open loop. That's when you can get a reading on what your tune is.

Well it was the o2 sensor. Put the new one in today and my ses light went off so no running lean code and it runs great.
