do the outside (4 smaller studs) have to be a lower torque # like the stock ones? or are they all the same torque?

I would definately call ARP. You wouldn't want to torque it wrong.
I know the head studs press down via the nut and don't pull down via the threading, but it may just be the way our head is that the forces at the corners need be less (pressess weight on a smaller section of material, than the middle ones). I would call.

im curious because the overhaul manual says to torque the outside ones lower than the innner ones. but all the info i found on here with the search about ARP toque specs, dosen't say anything about torqueing the outside bolts any different than the inside ones.
