Will a high flow cat replacement from Megan Racing pass emissions? (mainly for colorado peeps) Also does a high flow cat smell like a test pipe smells?

well I don't have a megan hi flo cat...I bought one on Ebay a while back.
Installed on May 3rd of this year along with new piping and a glasspack to replace the stock resonator. 2 weeks later I got a CEL P0420 or something like that, which means catalyst inefficiency. Basically my rear O2 sensor didn't like the hi flo cat.
Well, this morning I went for a spin and noticed that the CEL was gone. YAY! I was due for emissions testing since my plates expired end of May (didn't want to go get it tested - I knew what the result would've been.)
Went up to the testing place pronto. No sniffer, just connected the OBDII testing cable and the gas cap tester. Passed with no problems at all.
So while eventually everything worked out fine, there was a point when my car would not have passed emissions with the hi flo cat on there.
