Alright my RS is probably the king of problem cars, anyways its not the powersteering pump its self because i just got the old one replaced about a month ago thinking it was the problem, it wasnt.Its not low fluid either, and im using the right fluid. Its a winding sound thats..well annoying.The thing is if i turn my a/c on and put it to the coldest temp (pushing the button till the green light comes one) the winding stops until i rev it a little and it starts up some more. Loose belt? Help?

a whine or a squeel....

a squeel means your belts need to be tightened a lil bit.. whining would mean that your p/s pump needs more fluid... or there is some blockage in your p/s lines..

How would one go about unblocking the p/s lines?

i dunno... look for kinks i guess, maybe flush the p/s system...

invest in a chilton's and the FSMs...
