Well after all this time and after changing my TPS and MAP sensors I found out the problem yesterday at my local mitsu dealer. After my rebuild when they guy put the engine back in he did not put the wiring harness on right. The IAC and TPS connecters were on the EGR pipe and melted through the shrink tube and some of the wires. Well I fixed that and now it runs great I already have 300 miles on the car can't wait for 1500 miles then BOOST. Patrick 96 GS HRC kit, S20G, FMIC, Howell bottom end 8.6 pistons, S-FMU, Blitz BOV, P&P head, SS valves, lots more little goodies

Upgrade the fuel dude, and you can run all kinds of power out of that s20g. glad you finally figured out the prob. Why didnt you run the codes and see what it came up with...

ps get rid of your egr pipe if you can. Get the block off kit. If you saw the amount of black shit in your intake you would get rid of it. Late mike

I agree with Mike. Get rid of the EGR tube. I couldn't believe how quickly the EGR will gunk up a freshly ported manifold.

with the egr still in use and it put crap in the manifold etc, what power loss or so would i feel or should know about? i live in so cal so its a must for me... since there are road check points and portable smog checks on the road in ca...

You could just leave the egr pipe on, but instead of putting in a gasket between the solenoid and the pipe itself, just cut out a piece of sheet metal to put in its place. That way, it appears that you don't have it blocked off, but you actually do. I really doubt that blocking off the egr system alone will not allow you to pass emissions tests.
