Has anyone had problems with oil comsumption using total seal rings after the break in period? I heard that to fix it put a breather on the pvc pipe. Is this true?

All you can do is live with it. Mine dont consume a lot of oil unless driven hard. Putting a breather on the PVC pipe and capping the manifold port wont do anything but keep your intake manifold cleaner a little longer.
