It's when your motor sucks water up in the intake, then the pistons will try and compress it (water does NOT compress) and your motor will break, usually the connecting rods snap. To avoid.. don't suck water up in the intake, don't drive through rivers or flooded out sections of road.. or deep puddles. :) There ya go.

so rain, even heavy rain w/ a cold-air intake isnt a problem?

You shouldn't have a problem, i have driven in heavy rain with my CAI setup many a times.Like breezio said just avoid deep puddles and the like.

rain won't ever cause a problem unless it starts to puddle deaply on the road or your intake is exposed to the open air, like sticking out of the top of your hood.. hahah.. the filter sticking out of the bottom (like most eclipse CAI's) shouldn't ever have a problem with rain. unless like I said about about puddle and floods, ;)
