In a nut shell, a carb sticker is what proves that the modification is street legal (meets emission standards). Most AEM CAI's and stuff like that have them. I'm not sure about most states, but I know you need them in CA. I live in PA and they don't check for them.

Most states do not need them. States like CA have visual inspections and will look for the C.A.R.B. sticker on anything not-stock.

I may be wrong, but doesn't the C in CARB stand for California?

Therefore, a CARB sticker wouldn't be needed in any other state unless for some reason other states start following CA's laws.
