I have a 97 ESi and did the ON-OFF-ON-OFF-ON thing, but nothing happened. Does 'ON' mean turn the car ON then OFF? I was just doing the ACC to ON I think.

The key dance is to the ON position if the engine was on but not far enough to start and then off and on and off and on. Then after a few seconds the CEL will blink the codes.
