I am going to pay a shop to change my timing belt, UDP,and cam gear, should I change the waterpump at the same time? what actually is water pump for? do I have to pay few more hours money to change it?

If you are changing the timing belt, it's right there so you may as well change it because if it break later on you will have to take the timing belt off to get to it. The water pump is what makes the coolant flow through the radiator and the engine.

Definately get it done, the water pump circulates the coolant so it just doesn't sit there.
