What is a "normal" amount of noise from the power steering pump?

I have a 99 Eclipse RS manual with 163000 miles on it.
Had a leaky pump and rack.

This is what I have just done:

Replaced power steering Rack, pump, and lines.

I have flushed the system and put in fresh fluid.

With the engine running - I have bleed the system by pulling a vacuum on the reservoir as well as turning the steering wheel lock to lock multiple times (10 to 20) with the reservoir cap off. I have repeated this procedure 3 times and.....

I thought it would not make noise when I was done but....

The pump still makes noise while turning the steering wheel, but not at any other time. Is this normal? do all the eclipses do this?

Yeah, there's always some noise when the pump is under load. It's especially noticeable at full lock.
