I'm new to this but i have a 95 eclipse rs 420a and i have been hearing a noise coming from the ecu after i have been driving it for a while. When i got out to check it i heard a click which sounded like it came from the MPI or ASD then the noise from the ECU stopped. Could these relay be going bad? It also idles around 700 to 800 rpms sounds like its missing. The check engine light is not on and no codes come up when i had it tested.

They all have a buzz or high pitched whine to them, and they stay powered on for some time after the car is turned off to run O2 sensor heater tests.

As far as the idle quality, there's several things that could cause that. If it's not generating a misfire code or a target idle not reached or similar, don't worry too much about it.

When you first start it up the idle is fine but once it warms up The idle bounces between 700 to 800 rpm. Sometimes it will just shut off when you push the clutch and the car slows down. It starts back up but you have to keep pushing the gas. After you get going for a while it stays running but still bounces in between 700 to 800 rpms. Could the IAC be going out?

That could be the IAC. There should be a cleaning procedure documented either in the wiki or on the forums if you search, which may help the issue.
