I disconnected and drained all my power steering lines and now that everything's back together I can't get the air out of the lines. Every time I start the car it kicks fluid out of the reservoir, and makes loud screaming noises when I turn the steering. Belt isn't slipping.
Is there a trick for bleeding the power steering?

Funny thing, the cap doesn't actually contain the fluid. When it overflows it just goes around the cap. Seems like this is by design?

Yes that is normal, its just a release of air/fluid. Did you top it off before RUNNING the pump correct? If not, re drain fluid. Start bleeding procedure over.
With wheels in a straight ahead position, Add fluid until she's full "cold mark on the dipstick", go in the car, turn the wheel full left-right about 6 times per side "DON'T HIT THE STOPS", go back & check the fluid, add as needed. Keep doing this until you are left with no fluid levels dropping, & evacuated all air pockets/bubbles from the system.
Now, after you feel you have got it sufficiently full, start the car with the cap off, YES, fluid may sling out everywhere, part of the deal. Do the wheel turn trick again only 2 times while running, go back check reservoir, top off fluid while she's running. Go back to steering wheel, full turn left-right again. Then back to top off.
Repeat this process until its full, & hopefully all of the air will be out of the lines thus your screaming 'may' go away. If not, its in the rack or the pump itself.
The idea behind bleeding/evacuating the air is turning the wheel back & forth as adding fluid. As you function the pump, it takes in more fluid when it operates at different loads, so when you turn the wheel, your pushing air out, while letting fluid in its place. Just like it should be.
