is there anything in the altenator that could keep the ecu from accuratly regulating the voltage?.. also what about not tighting it down all the way on one of the brackets that wouldnt cuase a bad ground or something would it?

Sure, an open or short in any of the windings, a blown rectifier, etc...

That's possible, though I don't know how likely it is. It's worth checking anyway, though. Depending on which, if any, bracket is loose, the belt could be loose too.
