131041, Electrical issues with starter and gauges

I need some help on diagnoising a weird starting issue. I just put a new starter on the car a few months ago. Car starts up great when cold, but if the car is hot the starter will not even engage. When I turn the key nothing happens, the solenoid doesn't click or anything like that. I can jump the solenoid with a screw driver and it starts right up. After some investigation I discovered that Im only getting 7volts on the ignition wire going to the starter when the motor is hot. Looking at the wiring diagrams there isint much to the circuit but the starter relay so maybe that could be the problem?

The stock gauges in the dash are starting to act weird also, mainly the speedo, sometimes its works and sometimes it doesn't. Sometimes Ill be driving and it will be working fine but then start twiching and doing all kinds of crazy stuff. Then it will just drop out completely and not work at all. My turbo timer is also tapped into the speedo wire and reads MPH and sometimes it will still read acurratly while all of this is going on and sometimes it will freak out with the gauge. Since the TT works fine sometimes even when the gauge doesn't makes me think its the gauge cluster and not the speed sensor. On the way to work this morning both quit working. Any ideas?

I know that some of those wires, including the speedo, run right next to the EGR tube. Could be that when the engine is warm (therefore the EGR tube is HOT) that it's melting something around the harness and causing a short. Might want to check around there. Good luck - electrical issues are the worst.

EGR has all been removed. Does anyone know where the starter relay is? I see it on the wiring diagram in the book but not sure where its located at.

EDIT: Relay is behind the radio.. guess Ill be checking that out this weekend to try and trace the problem back.
