When the car is at cruising speed like 40- 65 mph RPM will remain steady after gas pedal is released. It'slike your using a cruise control for few seconds about 10 - 20 seconds. Does anyone had this problem? After that is starts to lower down as the speed decreases.

This could be related to your hard start issue. Do like DarkOne said and clean your IAC and throttle body.
