So i ordered this from PD and ive read the instructions for it several times and im still kinda confuised with it. Do i need to preload it at all or anything to it? It seems to be all assembled when it came so i was thinking it should just be a bolt on affair.

Bolt on and rotate the top plate until the spring alignment tang moves into place in line, then torque nut to spec. I may be using the wrong terms, but it is pretty much as simple as the directions state.
I just put my tensioner on last night (not the belt yet, still waiting on valve train parts to arrive to install cams), and had to trim the backside of the timing belt cover, it didn't sit flush... just something you may want to look at.
I put one of these on my old Talon and had trimming to do because the 1st attempt the tensioner was interfering with the timing belt cover and caused the belt to ride 1/4" over the edge of the gears.

k i already trim my timing cover. thanks for the help. im also waiting on my cam gears to get here so i can put my cams in lol

Did you watch the little video? Did you search on here to find the thread that basically goes over the install?

Agreed.
Its kinda hard to explain, but the video azdave made on the PD Mechanical Tensioner is awesome.

It is a good video. I wish that writeup was around when I put my first one on! I didn't know about the trimming needed on the center of the tensioner on the last car I did, only did the bolt locations... probably why the belt rode on the edge of the gears.
