Something is Definitely wrong with my car. My baby wont go passed 4 K in RPM'S. What can be the problem?

What happens when you get to 4K RPM's? Are you getting fuel cut and the car falls flat on its face, or does the car just stay at 4K RPM's and refuse to go any higher? Does the car idle normally, and drive normally under 4K RPM's?

I have a missing link,(97) and under driving conditions it's the same way. It goes to 4k in RPM'S and just holds ground with a little hesitation. Under idle after its warmed up it idles for about 10min straight then starts dying out untill I press the gas.

Try unplugging the TPS and seeing how it idles and drives.
If the car wont idle when the TPS is unplugged use the set screw to adjust the stop point accordingly.

I was thinking there may be an issue with one or both of them. It just seems soo weird that he cant get it past 4K RPM's. Sounds like he cant even get to WOT. Maybe a TPS issue?
Also, the fact that it idles fine for 10 mins or so and then starts to die out leads me to believe it may be a faulty TPS. Idle issues are commonly related to the IAC as well, but the fact that it idles fine for 10 mins seems weird.
I would investigate both..

Doesnt the IAC really only kick in during warm up and coasting? I figure once the car is warmed up, the IAC should close to allow just air to pass through the TB butterfly plate. If the idle changes after 10 mins when the car is thoroughly warmed up, I figure maybe its a TPS issue.
If he unplugged it and had the idle RPM set strictly off the stop screw, he would be able to see if the TPS is interfering with normal operation.

The IAC is a stepper motor connected to a pintle that basically controls a vacuum leak. True, it does control warmup and high idle during low speed steering, A/C etc.
The TPS adjusts the 5 volt signal coming from ECU to tell it how far the plate is opened. What are you suggesting happens after 10 minutes (or so) that the TPS kills the idle?

Actually, you are right. For some reason I thought the TPS also had a little motor in it that could control (to a small degree) how open or closed the butterfly plate is during idle. It is simply a sensor that just sends a voltage signal to show how open it is, so my theory makes no sense. My mistake
Since the car seems to idle differently after warm up is complete when the IAC plunger is theoretically closed, and it wont go over 4K RPM's, then I would recommend he start by investigating the idle stop screw, MAP sensor, and throttle cable.
Would you say those are better places to check out first Dave?

I'm fairly certain it's a TPS issue. Mine did the same thing it wouldn't rev past 3.5.. I could hold the gas to the floor and it would bounce between 3.4-3.5K. Changed the TPS and that solved the problem. Also the CEL did have a TPS code as well as a MAP, IAC, Vacuum leak code and when I changed the TPS they all went away. When the PCM determines it's not getting the correct Throttle % it will go into a "safe mode" to avoid damaging the motor. This also goes with other important engine parameters.
