In the Fuse block by the pcm I was checking the fuse terminals to see if everything check out. While i was check the engine motecu on the very top left i found that one of the terminals is grounded.
I took the volt meter to the rest and all the power was coming from the left terminal. but on the engine motecu it was on the right a the left terminal was grounded.
What could cause this please help!!!

Look for the melted wire near the EGR on the right side of the head.

i looked but none of the wires were melted. i have no clue.

In the photo I show the route that power takes as it enters the fusebox to get to the fusible link you are asking about. Power first goes through the 60A fusible link one space up from the bottom left corner. It then routes up the left side of the second row and then goes down the right side of the first row. It stops at the 20A blade fuse. Ignore the fuses I circled in red as I added those for my own mods.
The 30A fusible link you are asking about should have power on the right side of the socket and the left side outputs below into two wires. Both are colored red with black stripes. I'm sorry to say from there those wires feed a hell of a lot of circuits.
Are you only blowing the 30A fusible link I assume? Does it blow as soon as it's plugged in? Does it slowly melt in half or does it "pop" immediately. These can give you clues how far away the short might be or how much of a short you have. Have you added anything electrical lately that might be suspect?

The 30 amp fuse does not blow, melt or anything. it have ground on the left terminal. Is that suppost to have that. Also the main power to the pcm only have 4.5 volts.

Where are you measuring the 4.5 volts at?
Are you measuring it on the right socket of the 30A fusible link or someplace else in the harness?
If you have good voltage on the right side of the fusible link and the link does not blow when installed then you can't have a short on the left side.
What makes you think there is a short on the left side of the fusible link? Are you just putting an ohmmeter from that left terminal to ground and seeing an indication on the meter?
I have no idea what your experience level is.

i put the black neg probe on the left side and the red positive probe on the right side. That is now i get the volt reading. is that how it is supposed to be. I bulid hondas this is my first eclipse.
I am a mechinic in germany and i build racing civics. just this eclipse is so much different.

I would not check the voltage the way you describe. If you want to see if you have good voltage at the 30A fusible link put the black test lead on the negative battery post and the red test lead on the right side of the fusible link socket (fusible link removed for test). You should see nearly the same voltage as you would if you measured directly across the battery. If you do this test and the voltage is less than the battery by more than 0.5 volts then you probably have a bad connection going to that fusible link.
Just to try and duplicate you results, I tested my fusible link like you described. When my battery reads 12.36 volts I measured 11.67 volts with the VOM probes on the left and right fusible link connectors.
Let me know your results.

i did it your way and they on the dot on voltage. But i am still having problems figuring out way my coil harness does not have 12 volts on the center prong. I think it is the asd but i dont know. the is no codes.

I don't think the ASD relay is bad but it is possible. It probably is not being turned on because the PCM thinks there is another problem, like maybe a bad sensor?
You can check the ASD relay by grounding pin #4 and listening for a "click". You can do this test with the ignition key on or off, it won't matter. When the relay closes it should supply power to the center pin #2 of the ignition coil.
Removed from the vehicle you could check the relay further.
On the ASD relay, pins #4 and #6 are the relay coil and pins #2 and #8 are the switch. Pins #2 and #8 should not be connected when the relay is off.
Pin #67 on the PCM is the wire that supplies a ground signal to the ASD relay. I'm guessing that a bad sensor is why the PCM is not turning on the ASD relay.
