My front bumper cover was torn up in an accident and the heads snapped off 2 of the bolts that hold the bumper cover up to the fender on the passenger side.

I pb-blasted the bolts and cannot get them to come out or even turn. There isn't much room to work on them. Got to get at them from the top because they're cut too short on the bottom to get a hold of them. Could probably drill through the bottom as a last resort, but I don't want to strip the holes that the bolts go into because I have to install a new bumper there.

How can I get these bolts to come out?

well i alwasy drilled them out a size smaller then the bolt it self so you don't hit the threads then the whats left of the bolt will be easy to get out. if you happen to hit the threads that you need then you could tap them.

theres a tool called "Easy Out" look into it, i find it works well.
