I have a relay or something close to it located behind the passenger side of the front bumper, there are to rubber fuel lines going to it 1 for feed or 1 for draw. The come out of a black canister labeled with GM trademark????? Anyways the relay connected to those fuel lines is clicking the whole time the vehicle is running, and its rather loud. I haven't heard it make that sound before any input why or better explaination of what it is thank.

That's your EVAP canister, lol.
Those are vac lines not fuel lines.

Get a new EVAP solenoid from someone junking out a car or junkyard etc.
or unplug it completely and get a CEL 31 for Evap
