Because idiots buy it. In fact, its probably not even a chip, its a resistor in a small plastic box with wires and they tell you to connect the wires to the IAT or CTS (most common ones). Its bad for the motor, and it will NOT give you any horsepower.

There is no easy horsepower. Period. Nitrous is about as easy as it gets. You won't see anything beyond 20whp on one of these cars for less than $3000. Sorry.

Think about it this way...

You've got an eBay business and you sell these things once in a while. Essentially, it's less than $0.75 worth of parts that they sell you for $60. Of course they're going to be generous and offer you free shipping. They've just made about $59 off you and they didn't have to put in any work.
