When they say make sure the cam shaft dampener is TDC. It shows the arrow pointing straight up. Then it shows 1/2 loaction? so It the arrow suppose to be pointing straight up or half a notch clockwise?

The timing belt sprocket arrow should line up with the reference arrow on the oil pump housing. The "1/2 notch location" the other arrow is pointing at doesn't exist on some sprockets, but it's supposed to be one tooth of the sprocket with a flat, machined-down location to help you figure out the alignment.

It's been a year since I did my timing but I believe they are telling you to line it up a half notch off so that when you tighten the belt it straightens to have the arrow line up.

so as long as I match up the sprocket and the arrow on the oil pump I should be good?

so with that having to be lined up with the arrow. The cam gears also have to be lined up. So all and all if the cam gears are lined up. The sprocket should be alined too? Sorry first timing belt install and I quite dont understand the vfaq (nub)

I dont know if this will help you or not, but its what i used when me and my buddy changed his block this past weekend. The section for timing is about 3/4ths of the way down.

The FSM isn't smart enough to tell you to line up everything off before you tighten the belt. if you leave the crank pulley about 1/2 tooth before TDC (counterclockwise) and the intake cam a 1/2 tooth back, and the exhaust cam a 1/2 tooth the other way, when you tension the belt, the belt should pull everything back into alignment. it doesn't always work out perfect the first time you try, but to get a better idea of where everything needs to be before you tension the belt, line up everything dead on and crank on the tensioner and see how far everything moves ;-)
