are you sure its not getting pressure? have air in the pickup tube? forget to fill the oil pump with Petrolium jelly(i think thats what they use, and i cant spell) eathier way, it allows the oil pump to have something inside it to build pressure and start pumping. and last, but not least, are you SURE your oil pump is good? i've read a few threads where a "new" oil pump took a shit in a very small amount of time after rebuilding.

I've seen it take up to a solid minute of cranking before the motor fills with enough oil to pressurize the system. I always go overboard with the assembly lube and always crank of the starter with the injectors and coil unplugged until I get oil from the turbo feed.

Upon finishing my first rebuild, I cranked for what seemed like forever and no oil came from the turbo feed line. Of course, everything was thoroughly lubed with moly, I packed the oil pump with lube/petroleum jelly, and I double checked the pickup tube o-ring.
Also, the oil pump and almost every other mechanical component was brand new. I couldn't figure out what was wrong...
Eventually I just pulled a "Holy Mary" (as DR1665 dubs it; since you'll be praying the Holy Mary that you don't screw up your new engine) and started it. Fortunately, the oil pressure shot up to about 55psi within a second.
