Ok, i have looked threw my Chiltons and Hayes and have found nothing on this.

The arrow points it out. Can i remove this? What all is involved with the removal process? I would have searched if i knew what it was called. Thanks in advance.

That is definitely a 95.
The component is an INTACT* Pulsed secondary air solenoid.
* This was a RECALLED item that should not be on your car anymore. Take it to any Mitsubishi/Dodge dealer to perform the recall for free. They will remove that entire section of pipe from the arrow all the way to the airbox, cap it off, plug the airbox, remove a vacuum component, and re-flash the ECU.

OK, this just dawned on me. I had to get a new ECU back in 2002. I am assuming that it should have the correct software correct? Is there any way to tell if the correct firmware is in place from looking at the outside of the ECU?

Unplug the PSAI solinoid. If the CEL turns on, then you still need the flash. if not, yank the whole system out and buy a cap for the hardline on the downpipe. Done.
You can see the TSB here and search on that number for more info. it';s the third or fourth one down: http://www.2gnt.com/index.php?d=1995%20TSBs

It will look like this once the recall is done:
Brass cap on exhaust snorkel
Plastic cap on solenoid connector
If you want to do it yourself, the cap is a pretty standard size, like 1/2" or something. I found it in the brass fittings section of home depot. The only place that can flash your ECU to the new version is a Mitsu/Dodge dealership though... and technically you need the sticker they put on to pass visual smog inspections.

I forgot about the "replace fuel regulator" part... not sure what that was about but if you get the full text of the TSB, it should be explained somewhere. My FPR does look a little newer than it should.
The outside of the ECU will have the following on it if it's been reprogrammed, not sure about a new ECU though. Note the flash rom code version is printed on the sticker.

wow crazy I knew that was for something. It looks like some kind of air pump or smog pump because it goes into the exhuast. I got a 95 and I've never seen that. Mine is capped.
