We are rebuilding the head on a 95 Talon Esi. Where should the dowel pins be pointing on the cams?

One is up and the other is down. If you have the cam sprockets facing the proper direction ("2.0L front" facing out) and the arrows lined up, there is only one way to put them on.

Yep top dead center the exhaust cam pin should be up and the intake cam should be down.
