my brother was driving his car in the rain, (96 talon) suddenly the rpm's wouldnt go above 4k and his car gargled. is this hydrolock?

Doesn't sound like Hydro-Lock.
Your car wouldn't turn over if it was hydro-lock.

Thus the term, lock.

Water is incompressable. If you get enough water in just one cylinder, the piston can not go all the way up and the force is transfered to the rest of the rotating assembly. This usually results in bent/broken rods, etc..

He likely got some water in there, but as long as the engine kept running, he may have dodged a bullet. Chances are, he just got water up on top of the engine and experienced an ignition short of some kind.

Lose the long-tube CAI. It's not worth the risk.

the car would try to start, now it doesnt even try. It's not the battery.

he was driving through a puddle, not very deep, but it was a long puddle. he slowed down from 40 mph to 10. after the puddle he got on it to see if he did anything to it, and it wouldnt go past 4k and it started to gargle. he drove it home, it stalled once on the way home, but it started right back up. he parked it and sat in it running for like 10 minutes, revved it up to 7k. everything was normal. he went inside waited for a half an hour, went back outside and left again. a little bit down the street it stalled. he tried to start it again, had to pump the gas a little bit to get it started. a minute later it turned off again. he had to pump the gas for like a minute. it turned off again, and this time it wouldnt start. we had to push it home. (had a quarter tank of gas) the starter still clicks, and it wont let him in park.
